Position Title Records Program Manager Position Type Full-Time Work schedule Monday - Friday Location Travel All work and services required under this contract will be performed in the Agency's Records Depository Office, currently located at the U.S. Agency for International Development, 1300 Pennsylvania Ave, N.W., Room B2.06C (Ronald Reagan Building (RRB)), Washington, D.C. 20523-0200, and at other locations in Washington, D.C., Maryland, and Virginia, where the Agency's records are maintained or housed. These locations will also include the NARA and the FRC facilities. Travel will be handled in accordance with FAR Regulations and ADS policy. All reimbursable costs associated with the travel of the Contractor must be discussed and approved before travel commences. Reimbursement of local travel within a 50-mile radius of the contractor's assigned duty location is not authorized. No fee, additional administrative costs, or indirect costs will be applied to the expenses of reimbursable travel and per diem. Duties This individual reports directly to the COR and is responsible for all aspects of the development and implementation of contract tasks. They will provide technical and analytical guidance to the project team and Agency staff. Develop and maintain SOPs, training materials, work plans, project-estimates, and status reports of project activities. Manage the Records Inquiry Mailbox and respond to inquiries, consulting with MMSIRD Records and Information Management Specialists (RIMS) when necessary, to ensure that appropriate and accurate responses are provided. Prepare weekly, monthly, or quarterly reports of mailbox usage that includes the type of inquiry, the mission or office, or other statistical information available from the mailbox. Provide first-line responses to all routine requests from Agency staff thereby serving as a records help-desk. Perform data entry, coordination, and control tasks within a variety of document management and information management systems, including the Electronic Records Archives (ERA), the Archives and Records Centers Information System (ARCIS), the Info Keeper system, and any other system as identified by the Contracting Officer's Representative (COR). Review the annual File Plan and Essential Records Reports submitted by Agency Bureaus, Independent Offices, and Missions for accuracy. Ensure that the official records listed in the report contain the correct disposition authority and related information. Ensure that the essential records needed for continuity of operations and to protect the rights of the government, and those affected by its activities, during a national security or other emergency conditions have been identified. Results of the review must be communicated, via email or other appropriate electronic methods, to the offices for correction and re-submission, as necessary. Participate in program reviews, management briefings, and stakeholder presentations, as requested, in order to provide expert counsel to Agency personnel. Prepare training materials, conduct briefings, provide instructions to Agency personnel, and assist the RIMS in facilitating records management training. Create and maintain standard operating procedures covering all records depository services. Assist the COR in preparing reports andor providing data on all contract services. Place aside misfiled material for later merging with the appropriate file. Create separate files for classified materials. Measure and record both the volume of files remaining in the reorganized records and the materials disposed after being retired or destroyed. Assist, as needed, in the preparation of an office's Records Inventory and Disposition Plan and Essential Records designations. Prepare a final report, within ten working days after completion of the services performed which will include the specific tasks, problems (if any), recommendations and conclusions. Qualifications Active Secret Clearance. Minimum of 5 years of prior experience working in Federal Records Management Minimum of 4 years of experience performing supervisory duties. Must learn and accurately apply the Agency's records management policy and records disposition schedules. Must have demonstrated knowledge of life-cycle records management processes, including experience developing andor implementing file plans, records inventories, and records disposition schedules in both electronic and paper-based environments. Must exhibit excellent customer service, and both oral and written communications skills. Must have knowledge of the range of federal records management laws, regulations, directives, and best practices sufficient to ensure compliance with federal and Agency requirements.
